You should most DEFINITELY watch Gintama.
I mean sure it has a slow start but it's worth it.

Other shows would be Nichijou, Danshi Kokousei No Nichijou, Azumanga Daioh and Joshiraku to name a few.

But Gintama is a definite must watch. Don't let the first few episodes out you off. In fact, don't let the first season put you off. It takes a while to get used to it's phase so by the second season you'll be laughing hard

The characters have to be silly, doing stupid stuff, sarcastic and the artwork has to be great!

Have you tried watching Plastic Nee-San? The characters are super silly and all the things you want them to be.(^～^)

Too bad it's only a short. I wish there were more...

As far as hilarious animes, I reallly recommend Goldenboy. It's definitely on the dirty side for humor, but it's definitely not hentai (may 2 scenes where you can see nipples across 6 episodes). I'd compare it to Leisure Suit Larry in terms of being an 'adult' series, but not actually porn or anything.

It is hilarious though, the English dub is spectacular and the main character's (Kintaro's) voice actor has some hilarious lines.
