who should i talk to about files being infected

it was a Clanned art book AVG and Norten detected some sortof malware on page 69 and 70 the AV i have dosent tell you much other than if its a virus or mal/add//ect ware

The torrent has been uploaded for 4 years, 7 months and 7 days now and downloaded 4884 times since then. It was uploaded by IX., a former staff member. If the torrent has a virus, someone else would have reported it.

I ran page 69 through Virustotal just to be doubly safe, and there wasn't a single warning, not even from AVG or Norton. It's almost certainly a problem on your end, not with the files in the torrent. Maybe they were somehow corrupted on your computer, and that resulted in your AV getting confused and thinking there was a virus?
Whatever the cause, I can verify that the torrent is clean.

Norton is trash. Utter trash.
Unfortunately, false positives are quite common these days with any AV. Essentially, you are seeing the weakness of definition-based systems combined with "global whitelisting", and it's not going to get any better soon. In my opinion, current AVs are only of limited use, anyway, as no AV has all that good performance vs. "zero-day" exploits and malware.
I've found that I get better results without the RAM and CPU overhead from a stateful or on-access AV, by running Comodo's "Defense+" heuristics protection module. I haven't acquired any malware infections in 3+ years, so...
