[Identification] Sci-Fi Anime

Hey guys, trying to identify a sci-fi anime I watched in the early 2000s. Its something to do with a post apocalyptic world where people live in domes(?), the main protagonist is a guy who inadvertently ends up on the outside (I think he was called 'Shoe/Shu'). And there's a kid with a laptop or some such thing which he uses to call down an android from an old satellite in times of danger. Oh, and there's rebels and such on the outside whom the dome guys keep trying to kill.

Nope, this wasn't a mecha. And the android in question was human sized, with a long scarf I think.
