Not able to upload

I have installed a new window so the old torrents have been deleted and when i try to upload the torrent it doesn't start and i get warned again and again.. I am trying to upload but the tracker don't allow it.

The excuse is even lamer, when you realize that formatting your C: drive isn't actually necessary when you install a new version of Windows, unless you want to change to/from NTFS or whatever.

It wasn't really an excuse but problem statement; OP just asked what to do, which isn't hard to find in the Wiki and in common sense, of course.

(And, off-topic, even if it's possible to upgrade Windows, I most certainly prefer to clean the disk and start from scratch rather than dragging along garbage and suffering from weird issues later.)

No, it's an excuse, as we all have seen overused in this very forum many times.  If it wasn't abused so often, I'd have some sympathy.

As for "dragging along garbage and suffering from weird issues later", you simply have to delete the entire Windows folder.  If your entire HD and/or boot sector isn't infested by malware, this WILL remove all evidence of a previous windows install, except, of course, for the existing file structure and data.  This can be done several ways, one of which is via a Windows Live boot CD.
