When looking for new members, it helps to have an established reputation.  You can add to both your skills and reputation as editors, scanners, redrawers, and levelers at places such as EHCOVE or even at established scanlation groups such as Little White Butterflies.  LWB is well-known for seeking new partners and they even provide some training materials and assistance.  EHCOVE is part of officially-supported E-HENTAI.ORG site activities and even has its own dedicated subforum at the e-hentai site.  The Cove of Translators (aka EHCOVE) is worth checking out and you can do things there without translating.  For example, some people can translate, but they don't want to level, redraw, scan, or edit.  Thus, it servers as a clearinghouse for people to find each other and create temporary or more lasting teams.  Proper editors use complete sentences, punctuation, and correct grammar; don't post at EHCOVE "yo, im an editer seeking translaters for my group".  There have been some *facepalm* posts in the past.

One manga that needs a group to work on it is Arpeggio of Blue Steel.  Presumably, /k/ of 4chan was working on it, but nothing has come about it for months except a rough translation of chapter 46.
