I'm wondering, are you only looking into anime, or are you also interested in manga/light novels. There's a few suggestions there, that haven't been animated yet.

Seikon no qwaser should fall under perverted with strong male lead as well if you have common sense and don't start sucking on every breast that passes before your eyes. Though that's already borderline hentai (similar to the campione! novels, where half the scenes appear to be orgies and not rituals/methods for unleashing the god-slaying powers...)

Did you see all the Highschool DxD and Sora no Otoshimono series?

The familiar of zero might be on to something. Though the story will never be finished due to the author dying.

I don't remember wether Maken-ki! had an OP MC, but it might fit your tastes.

Vandread is definetely a good anime, but it lacks in peversion, due to the setting.

Chaos:Head is not really a comedy, but it does have a peverted, strong MC with delusions.

Ichiban Ushiro no Daimaou is again more like a powerful MC that is constantly put in perverted situations (the MC is not explicitly peverted)

Kamisama no Kazouku should fit somewhat too. It's not exactly the character who's OP, but it amounts to the same thing.

Kampfer might also fit from the few scenes I remember (no guarantee on that though)
