The familiar of zero might be on to something. Though the story will never be finished due to the author dying.
I don't remember wether Maken-ki! had an OP MC, but it might fit your tastes.
Vandread is definetely a good anime, but it lacks in peversion, due to the setting.
Chaos:Head is not really a comedy, but it does have a peverted, strong MC with delusions.
Ichiban Ushiro no Daimaou is again more like a powerful MC that is constantly put in perverted situations (the MC is not explicitly peverted)
Kamisama no Kazouku should fit somewhat too. It's not exactly the character who's OP, but it amounts to the same thing.
Kampfer might also fit from the few scenes I remember (no guarantee on that though)
This one doesn't really fit any of the specs, but is exactly opposite: Kanokon
More to your interests would be: Mahou Senshi Louie
Also Omamori Himari might go in the direction, but I've only read the manga and that was back in 2010, so i don't remember much about it.
Anyway those are all I can think of.
