"Japanese Schindler" anime film - Dropped?

Hello.
I just found some very old news about an anime film which had been on the works about a man (Chione Sugihara) that saved 6000 Jews during the Holocaust.
I think that it would be very interesting, but as i understand the anime wasn't made after all?
What happened? Is there any evidence that it will be made eventually?
