Evaluation keeps resetting to 1 hour

I was given a warning and so spent the past week turning my ratio around.  It went from .027 to 1.029 which seems to be considered good from the little happy icon next to it.  A week has passed and I am currently seeding right now still, but every hour my evaluation is supposed to kick off it gets reset for another hour.  It has done this numerous times.  Is there something I'm missing or is this normal and I just need to continue to wait?
