The ones I am talikng about are blonde and are actually from the states or from the UK

The blonde from Infinite Stratos is a great example. Soft voice, polite, regal aura and arrogance in the beginning. and from the UK.

Oh and you have loud, brash American chicks driving Shermans... and warmongering Russians that threaten everyone on a snowy and cold arena.

American blondes are almost 100% portrayed as almost slutty happy go lucky molesters obsessed with wearing really revealing clothes. European bondes ten to be more like high class ladys, and all russian women are assasins from some weird sounding ex URSS country.

This isn't an archetype if you've only got one concrete example, and technically Tina's Japanese.

Most blondes are just mukokuseki in action. There aren't huge numbers of American characters I could point to in general, and most are just gaijin stereotypes of foreignness.

mukokuseki-seems to be a uniquely Japanese problem. Because in America, one is either categorized by race visually, or by sound. Because there is somebody's relative in America from anywhere in the world, Americans look the stateless look Nikkoru used. So when quantification for race is called for, and visually it is not necessarily apparent, one tells by how funny they talk. Of course this means that Californians and southerners and New Yorkers are all different races. lol Actually wouldn't that be tribalism?
