Why "The Wind Rises" nominated for best foreign language and not best animated?

The oscar nominees came out...  Why would The Wind Rises be nominated for Best Foreign Language film, and not Best Animated or both?  I mean if your going to nominate it for Best Foreign Language, that probably means it deserves a nomination for Best Animated.

Probably because it's not the best animated film? For the best animated film, the quality of animation also matters. And as you can see, it's not really the best animated film out there and there are are much better ones out there.

Jiro Horikoshi designed the planes that would later kill many thousands of Americans at Pearl Harbor.  Doesn't that technically mean this movie is glorifying a war criminal?
