What trope is this?

Why does the anime character have this odd thing going on with her mouth/lip?

In the anime (her name is Hachikuji Mayoi, and the anime is Bakemonogatari) her lip always look like that, she stutters often, so that is really the only reason why I can think they'd design her like that.

Well, if it is not a commonly recurring thing in anime, then it's not a trope.
For one thing, Tiff is not on any level what I would call a typical American.  She's not what I would consider a typical person.  I don't know any other genius geneticist anime-fan martial artist marksman model-level beauties, do you?

Well, if it is not a commonly recurring thing in anime, then it's not a trope.
I guess it's not really a trope then. I'm thinking that it's just to let the viewer know that the reason she sounds like that is due to her lip being that way. I haven't seen it otherwise.

It's a Cute Fang, even though it looks like a lip protrusion in this case.

It has nothing to do with her manner of speech (Mayoi doesn't actually stutter all the time, she does it on purpose); Cute Fangs are a sign that you're dealing with a girl who likes playing tricks on you, or is just mischievous in general.

Yeah, it looks like the cute fang except that snails have no fangs (or any teeth what-so-ever). They bite using their lips. Maybe that's the connection that the animators wanted to make.
