Nope, El Hazard is too new and has too many eps.
However, El Hazard shares a certain 17-year-old seiyu with this OVA.
That should narrow it down enough.

Don't tell me none of you people know who am I refering to as 17-year-old...
Anyways, lets sum it up:
Same number of episodes as Maze OVA: that means 2.
Shares a 17-year-old seiyu with the original El Hazard.
It's older then Orguss 02; that is, older then 1993.
However it's newer then Aoki Ryusei SPT Layzner.
Not to mention, it's not really too obscure...

Are you sure you got your facts right, because the only OVA I found that fits those criteria is Gall Force: New Era
it is the only 2 episode OVA with a voice actor that was in the original El Hazard taking place between 85 and 93

ANN, I went to the original El Hazard, took every OVA from the voice actors profiles that were in El Hazard, and got rid of all the ones that were not in between 1985 and 1993 and 2 episodes long
