Or was it originally encoded in 250x188 resolution?
The only thing that the second one reminds me of is Gunbuster.

As I have already told, I don't have the anime on my PC. The only pictures I can find are that small.
I am downloading some episodes right now so be patient and I'll put up bigger ones.

It isn't Gunbuster.
