It's an OVA.

It teaches little girls a very important message that you can only get ahead in society(read: be popular with boys) if you're pretty, dress cutely, and act girly.

No, but one of the main characters is called Hayate...

This series is a few years older than Hayate no Gotoku! and is also based off manga:

Unlike HnG, this series isn't the type of anime that I would usually watch. I still haven't seen it to the end.
