So far, I've only seen that happen with Japanese people.

Just spent a month wandering all over China; they love their peace signs, too. It's the default pose, at least among my generation (i.e. twenty-somethings and younger). Most were delighted to have a foreigner request to take pictures with them.

i think in Taiwan it isn't actually supposed to be a peace sign but is like a Y in "Ye!" which is similar to "Yosh"

but then again, i may have just been mixing that up the whole time i lived there...

Yeah, that's one of those hand gestures that's generally positive, but it's exact meaning depends on who is gesturing.
In WWII, it often meant, 'V' for victory.
In the 60's, at often meant, 'peace', as in part of the arbitrarily design peace symbol.
Now... I dunno. Ask the person doing it.

At least it's not as confusing and controversial as the 'okay' hand gesture that can also mean 'asshole'.

...or as nasty as the digitus impudicus, the raised middle finger.
