Yes, you put chloroform on a rag, thne shove it into the desirable ladies/gentlemans face. At which point, after inhaling enough of the fumes, she/he becomes so enthralled to "not be capable of resisting your approaches".
I'd say, as an aphrodisiac it's about as potent as spiking ones drink. Much much much more effective than something like clams.
