Yes, there are Filipinos in the combat departments on ships. I'm part of the Combat department (sort of, my ship is weird), ergo my immediate boss is. Gunboat coxswains are gunboat coxswains, they're not part of the Combat Department of a ship. Helo pilots are officers, all officers are US Citizens. Air Detachment is also not part of Combat.
Also, not everyone in the military is a soldier. I'm a fuckin' sailor.

Ummm... base pay? Nothing. An E-5 in one branch and an E-5 in another with the same time in the military are paid the same.
Certain billets get things like hazardous duty pay and if you're in a combat zone for any part of a month you're not taxed on your base pay.
But other places have other incentives. Like I get a tax-free COLA (cost of living allowance) for being in Japan, an extra several hundred dollars a month.
