It's highly unlikely your problem is client side, unless it's a software issue.
In 2001 I was able to get 10MB/s up and down on my old 700Mhz Pentium 3 laptop when transferring files between computers on the school's network.

I'm very happy with this speed since half a year ago dsl wasn't available at this location and I had to go with ISDN. :P
Damn, I had like 30 kb/s down and 8 kb/s up that time.

Like he said it's highly unlikely that it's a client sided problem. Even slow computers can have high internet speeds. Either your router is capped at a lower speed you get or your NIC (network interface controller) is so old it can't handle your speed. But I highly doubt it's one of the latter 2 cases.

Run a less graphical test instead of speedtest.net, the flash might be hurting your slow computer.
