I use Comcast. They say you have a 250GB limit but I've gone over that multiple times and never had any consequences :3
Although when I'm transferring files at high speeds for a long period of time, my connection gets cut off frequently.

I have no caps and I live in Canada. Even if I had a residential connections I would not have a cap. On bell aliant ToS is says normal use should be below 250GB per month. But do not mention what is a limit that they would contact you or cut your connection. And no one has ever lost their connection due to downloading a fuckload.

Sounds like they are fucking with your speeds. IE traffic shaping.

See what it gives you for a result. Can also try their other test for app specific shaping.

I never had a problem with Bell Aliant or Rogers with limiting my speeds at a time of day. I could download none stop for days on end and speed would be constant.

I'm paying 42.95 for 15mbps and 200gb.  I've hit anywhere from 30mbps to 5mbps.

Sounds like an error to me. Since you are sure as hell not connection to their server via ethernet.
So idk, well you are getting speeds well over what you're paying for (I would not complain ). My friend using rogers  would hit 5MB/s (for a few sections every few seconds) depending what he's moving via SSL FTP, his normal speed is around 3MB/s. I've not experienced going well over my limit.

I tried it got a green light for bittorrent, a friend tried it and he's using rogers and it showed that they where indeed limiting his upload.

Because that's what I'm doing. And it seems that my country is at least in the top15. Lol, we're 6th place at both Upload and Download. I'm not going abroad ever.

It's really, really inaccurate. Bandwidth is the speed of the connection (technically, the width of the electromagnetic band used to transfer information, but in computing it is usually seen as bits per second instead, since that is more relevant).

What US people seems to call "bandwidth" is total data/month (usually).

It´s very much like saying "I use 600 kilo-watts per month", a usage i have seen in the US too, now that I think about it.
